Third Judicial Circuit Court of Michigan

The Third Judicial Circuit Court of Michigan serves Wayne County. It is the largest circuit court in the state by caseload. The main location is the Coleman A. Young Municipal Center (CAYMC) at 2 Woodward Avenue in Detroit. The court handles felony criminal cases, civil matters over $25,000, divorce and family cases, juvenile proceedings, and probate matters. The Wayne County Clerk's office in the CAYMC manages the official docket files and the Record Room where you can request copies in person.

Criminal cases for Detroit are processed differently from cases in other parts of Wayne County. The Frank Murphy Hall of Justice at 1441 St. Antoine handles criminal division matters. Detroit criminal records from 1983 forward are available through that office. Records from before 1983 may be held at Archives. Civil records from 1942 to the present are available through the main Records Room at CAYMC. Files from before 2010 that you need may require an Archives retrieval order, which is typically available the next business day after 2 p.m.

Wayne County has multiple online systems that cover different parts of the docket. Each system has its own scope and limitations. Understanding which system covers which type of case will save you time.

The Odyssey Public Access (OPA) system is the main online portal for Third Circuit Court records. It provides access to case search results, registers of action, and civil judgments for publicly accessible circuit court cases. Records go back to 1942. The OPA system has public access kiosks at the Coleman A. Young Municipal Center, 2 Woodward Avenue in Detroit. You can also access it online. However, OPA has significant limitations. Documents filed by parties in a case are not available through OPA. The system shows that a filing occurred but does not let you read the document. Criminal and family cases have limited information available online through OPA compared to civil cases.

The 36th District Court Case Inquiry System covers Detroit district court cases separately from the circuit court. This free system covers cases from 1990 through the present. You can search by case number, party name, or date. The inquiry system shows current case status, hearing dates, payment information, and the Register of Actions for district court cases. Like OPA, it does not provide document images. You can also search court schedules through the same portal, though schedule search results are capped at 1,000 proceedings.

The statewide MiCOURT Case Search portal provides a third option. It covers Michigan Supreme Court, Court of Appeals, Court of Claims, and all 57 circuit courts. You can use it as a starting point to find Wayne County circuit court cases if you do not want to navigate the OPA system directly. Search by name, case number, or attorney. Results include basic docket information but not document images.

Note: Name searches in OPA can be unreliable because many people share the same name and birth date, and criminal defendants frequently use aliases in court records.

Requesting Wayne County Court Records

There are several ways to get official copies of Wayne County court records. In-person requests are processed at the Records Division in the CAYMC, Room LL-61. You can walk in, ask for the file, review it, and get copies the same day for most cases. Files from before 2010 must be ordered from Archives and are available the next business day after 2 p.m. For recent files from 2010 and forward, they are available at the Records Room directly.

Mail requests require you to complete a request form and send payment by money order or certified check to the Wayne County Clerk. Include the case name, case number, the specific documents you need, and a self-addressed stamped envelope if you want copies returned by mail. For certified copies, the raised seal is required, which means they can only be returned by mail or picked up in person. Certified copies cannot be emailed.

Online payment is available through GovPayNow using Pay Location Code (PLC) 6223 for Wayne County. After you pay, email the receipt to wcrecordroom@waynecountymi.gov along with your request details. The clerk will process the request and mail out the copies. This option works for civil records. Criminal records may require different procedures depending on the year of the case and whether the case is from Detroit or another part of Wayne County.

The Wayne County Clerk also offers VitalChek online ordering for vital records, with additional service fees. For court docket records specifically, the Records Room is the right contact. Copy fees in Wayne County are $1.50 per page for standard copies. Certified copies are $10 for the first page plus $1 for each additional page. Exemplified copies, which carry an extra authentication seal, cost more.

What Wayne County Court Dockets Cover

Wayne County dockets span a wide range of case types. The Third Circuit Court handles felony criminal cases, civil suits over $25,000, divorce and property settlements, custody and support matters, probate and estate proceedings, and juvenile cases. Civil records going back to 1942 are available through OPA or in person at the Records Room. Criminal records from outside Detroit go back to 1942 as well. Detroit criminal records from after 1983 are available through the Criminal Division at Frank Murphy Hall.

The Wayne County Probate Court operates separately from the circuit court. The Probate Court is located on the 13th Floor of the CAYMC and has its own Case Access portal for online lookups. Probate matters include wills, estate administration, guardianship, conservatorship, and mental health proceedings. If you are looking for a probate case, start with the Probate Court system rather than the circuit court OPA or MiCOURT portals.

Like all Michigan courts, Wayne County applies access restrictions to certain case types. Personal Protection Orders are excluded from online access under MCR 3.705. Juvenile records are confidential under MCL 600.1750. HYTA cases are sealed. First-time drug offenders resolved under MCL 333.7411 do not appear in public online searches. The Michigan Clean Slate Law of 2020 also provides for automatic expungement of certain older criminal convictions, so some records may no longer appear even if they previously existed in the system.

Under MCR 8.119, all courts must remove protected personal identifying information before giving you copies of documents. This includes Social Security numbers, financial account numbers, and similar sensitive data. What you receive will have that information redacted, but the rest of the document remains intact.

For official criminal background checks, use the Michigan State Police ICHAT system. ICHAT is the proper tool for employment, licensing, and similar background check needs. Court docket searches through OPA or MiCOURT are not designed for background check purposes and should not be used that way. The Third Circuit Court explicitly states that OPA should not be used for background checks, and that information on OPA is not considered an official court record.

Attorneys and self-represented parties who need to file documents electronically can use MiFILE. The system allows electronic document submission and sends automatic updates when new activity posts to a case. For older records that have been moved to Archives, contact the Archives of Michigan in Lansing. The Archives holds historical court files and charges a research fee starting at $15. Pre-2010 Wayne County files can be ordered through the Records Room with next-business-day availability. Older archived material may require a direct Archives contact.
