Ann Arbor Overview
15th Judicial District Court
The 15th Judicial District Court serves only Ann Arbor. It does not cover surrounding townships or the broader Washtenaw County area. The bench currently includes Hon. S. Kerene Moore, Hon. Miriam A. Perry, and Hon. Tamara A. Garwood, who was appointed in January 2026. Court Administrator Shryl Samborn manages court operations, with Deputy Court Administrator Laure Hibberd assisting.
This court handles misdemeanor criminal cases, civil matters up to $25,000, small claims, landlord-tenant disputes, traffic violations, and felony preliminary examinations for Ann Arbor residents. The court also processes University of Michigan Regents ordinance violations, which is unusual for a district court. An expungement program is available for qualifying defendants. Many hearings are conducted via Zoom, and attorneys handling civil cases are required to e-file through MiFILE.
